Rebecca (Fran) Rives Engel was born and raised in small town Georgia. Her father's family came from Latvia and he met and married her mother, Betty, in Savannah, Georgia. Both sides of the family owned small stores in several small towns in Georgia including Carrollton, Cedartown, Jefferson, Rockmart, and Sandersville. Most of the stores were dry-goods or clothing stores. Fran went to University of Georgia and then Emory where she studied to become a nurse. She married Jeff Engel and they eventually moved to Athens, Georgia. Fran recalls small town Georgia life from a Jewish standpoint: Jewish-Christian relations, her education, antisemitism, the civil rights movement, business life, and the role of her father's general store in the community.
