Barbara Asher was born and raised in Marshfield, Wisconsin which had no Jewish community. She went to Sophie Newcomb College in New Orleans and never returned home. After graduation, she worked at New York University which offered free tuition in graduate school where she studied Personnel Administration. She married Norman Asher in 1963 and became active in the National Council of Jewish Women. She was elected to the Atlanta City Council.
