Joseph Franco was born on the island of Rhodes and is of Sephardic Jewish ancestry. He was schooled in Rhodes at a French school sponsored by the Rothschilds and later at an Italian Jesuit school. In the United States he studied accounting at Emory University in Atlanta, Georgia. He worked in the Belgian Congo for the Belguelo Railroad for two years. During World War II, he served his country in Bogota, Colombia where he played an important role in procuring quinine to treat malaria. After the war, he returned to the United States where he joined his brothers in the real estate, delicatessen and liquor businesses. He married Rachel Saul in 1932 and they had 5 children. He discusses the Morris Plan Bank (National Bank of Georgia), Hebrew Orphans' Home, his experiences with the Knights of the Ku Klux Klan, and the growth of Atlanta.
